GA4 and Conversion Tracking Setup: A Checklist for Small Businesses

Ad platforms optimise toward the conversions you send them. If tracking is missing, duplicated or counting the wrong thing, even a well-built campaign will drift. This checklist is what our analytics and tracking service sets up for small businesses.

1. Write a short measurement plan

List the actions that matter (form submit, call from the website, booking, purchase), what counts as success, and where each action happens. Keep it to a few primary actions.

2. Install Google Tag Manager

One Tag Manager container keeps GA4, Google Ads, Meta and other tags in one place, with version history. Use clear naming, for example "GA4 - event - form_submit".

3. Configure GA4

  • Create the GA4 property and web data stream.
  • Mark only your real lead or sale events as key events.
  • Exclude internal traffic and unwanted referrals.
  • Set data retention to the longest option available for your property.

4. Track forms properly

Fire the form event after a successful submission (thank-you page or success message), not on the button click. Do not send names, emails or phone numbers to GA4; that breaks Google's policies.

5. Track calls

Track clicks on tap-to-call links as an event, and use call tracking numbers if you need to know which calls actually connected and how long they lasted.

6. Send conversions to ad platforms

  • Google Ads: conversion tags or GA4 imports, plus enhanced conversions where appropriate. Choose one primary source per action.
  • Meta: Pixel plus the Conversions API, with the same event ID on both so Meta can deduplicate.
  • TikTok: Pixel plus Events API, deduplicated the same way.

7. Handle consent

Use a cookie banner that offers a real choice, and Consent Mode v2 so Google tags respect it (Google consent guide). Load other pixels only after consent where the law requires it.

8. Test, then test again

  1. Tag Manager preview: does each tag fire once, at the right moment?
  2. GA4 DebugView: do events arrive with the right parameters?
  3. Ad platforms: do test conversions show up, without duplicates?
  4. Submit a real test lead from a phone.

9. Build one simple report

A Looker Studio dashboard with leads by channel, cost per lead and trend is enough for most owners. See our post on call tracking for the phone side.

Not sure your numbers are right? Ask for a free audit; tracking setup is a proposed add-on on our pricing page.
